For residents of Metro Manila, the mere mention of ‘Pampanga’ brings about thoughts of a 3 to 4-hour roadtrip with a few stop-overs. But the “Culinary Capital of the Philippines” is now closer than you think, and within reach to families and businesses open to expand their horizons to this progressive province, north of Metro Manila. Here are some of the developments that make Pampanga, closer than you think.
NLEX – San Fernando (Pampanga) Interchange

Acknowledging and staying on top of the progressing economic activities in Pampanga, the North Luzon Expressway (NLEX) Corporation paved way to new and longer lanes, expanded toll plazas, enhanced facilities, introduced new exits and improved interchanges in their pursuit to make travelling through their tollways safer, faster and more convenient than ever.
Part of the initiative was the improved quality of the San Fernando (Pampanga) Interchange wherein the expansion project includes widening of the 336-meter northbound exit ramp heading towards Pampanga’s Capital City, increasing the number of deceleration lanes to two. The capacity of the San Fernando interchange was also enhanced with the construction of two new bridges crossing the NLEX function as separate carriageways and widening of the interchange ramps to four lanes in both directions.
The NLEX Harbor Link – Segment 10

The NLEX Harbor Link Segment 10, an 8.18-kilometer elevated expressway traversing MacArthur Highway in Karuhatan, Valenzuela City and eventually reaching Radial Road 10 in (R-10) Navotas City, will primarily cater to the transport logistics industry that operates between the port of Manila and Central and Northern Luzon provinces.
Freight forwarders, logistics services providers, truckers, and terminal operators that were once stuck in the traffic congestion through the major streets of Manila may now cut their travel time to the North by as much as 50%, marking faster delivery of goods. The Department of Public Works and Highways (DPWH) is committed to deliver the important infrastructure development to decongest Manila traffic. As of August 2018, the NLEX Harbor Link Segment 10 is 75% complete.
Manila–Clark Railway System

A 106-kilometer railway system plan, also known as the PNR North 2 Railway Project that will connect Tutuban, Manila to Clark Freeport Zone, Pampanga is now under construction and is expected to be completed by 2021. The current existing single track will be upgraded to an elevated dual-track system, converting the rail from narrow to standard gauge. There will be 17 stations, including Valenzuela, Caloocan, towns in Bulacan, the City of San Fernando in Pampanga, as well as the Clark International Airport.
The Php255 billion-project aims to expedite travel time between the two cities from more than two hours to approximately 55 minutes, allowing faster & easier and more convenient, mobility. It is expected to decongest Metro Manila and bring forth economic growth to regions especially in Central Luzon.
NLEX-SLEX Connector Road

Seamlessly connecting the Northern and Southern provinces of Metro Manila, this 8-kilometer elevated 4-lane toll expressway will extend the NLEX is southward direction from the end of Segment 10 in C3 Road in Caloocan City to PUP Sta. Mesa, Manila. It will be linked to the Skyway Stage 3, that mostly traverses the Philippine National Railway’s (PNR) track. This project will primarily provide cargo trucks with an alternative route available 24/7, resolving truck-ban problems. It will also give better access to Manila ports and airports (NAIA and Clark).
Once completed, it will benefit at least 35,000 motorists per day and is expected to cut travel time from SLEX to NLEX from two hours down to 20 minutes, while Clark to Calamba route will go down from approximately three hours to a smooth 40-minute travel. The facility is expected to be completed by Dec 2020, ahead of its May 2021 schedule, based on an indicative timeline.
